Ed Koch to speak and sign books at library

Ed Koch, former mayor of New York City, will speak at the Ocean County Library Headquarters, 101 Washington St., Toms River, July 23 at 7 p.m. He will discuss his latest book, "Buzz: How to Create It and How to Win With It" in the library's Mancini Hall.
